Recently, the data on used car exports in Hangzhou for January-February was released. Hangzhou Hunda International Trade Co., LTD. (hereinafter referred to as "Hunda International"), a company based in Qiantang, topped the list of used car exports among private enterprises in Hangzhou with 661 used cars exported in two months.

Hunda International is a microcosm of Hangzhou's used car export business. Although it didn't start early, it has a "fast running" acceleration and a strong development momentum.

It is understood that China's used car export business began in 2019. The Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs jointly issued a document to support regions with mature conditions in conducting used car export business. In 2024, five departments including the Ministry of Commerce issued an announcement on matters related to the export of used cars. Starting from March 1st, it was clearly stated that the export business of used cars would be carried out nationwide. Also in March 2024, Hangzhou achieved its first used car export business, with 200 vehicles dispatched to the United Arab Emirates. By the end of 2024, Hangzhou had cumulatively exported 10,624 second-hand vehicles, with an export value of approximately 194 million US dollars, ranking first among the newly launched business cities in the province.

At present, 37 enterprises in the city have obtained the qualification for second-hand car exports, ranking among the top in the province in terms of the number of approvals. Among them, private enterprises account for more than 70%. From the perspective of exported vehicle models, the used car export products are diverse, including both old vehicles with mileage and parallel vehicles without mileage. There are both new energy vehicles and fuel vehicles. There are also special vehicles in the public service sector such as buses and garbage transport vehicles. The target markets for used car exports are mainly regions such as Central Asia, the Middle East and Africa. Hangzhou Zezhong Automobile Co., Ltd. exported 84 used cars to the Central Asian countries Kyrgyzstan and Azerbaijan in January and February, setting a good start for the growth of orders in the New Year. These vehicles are transported from the Khorgos Port in Xinjiang to the destination country via the China-Europe Railway Express. The person in charge of the company said, "The five Central Asian countries are quite fond of second-hand cars exported from China. Land transportation has also reduced the export cost."

As a major center of the automotive industry, Hangzhou boasts a complete industrial chain for manufacturing complete vehicles and components, covering both fuel and new energy vehicles, providing a solid industrial foundation for the export of used cars. Under the impetus of national and local policies and the active participation of enterprises, the used car export business is expected to become a new engine driving the development of Hangzhou's automotive industry and the growth of international trade. The Municipal Bureau of Commerce took the lead in holding practical training on used car exports, and representatives from functional departments such as Qianjiang Customs, traffic police, and taxation provided on-site guidance to enterprises on the details of the entire process operation. Departments such as public security, customs, commerce, taxation, market supervision, and credit insurance have joined forces to promote the establishment of 16 vehicle management outlets, 5 dedicated Windows for used car exports, and 1 integrated customs clearance service platform for used cars. Through integrated services, they have optimized the work processes for used car transfer registration, customs declaration, and export tax rebates. The credit insurance department provides risk assessment and risk management services for automobile exports. While the government departments are innovating measures to safeguard the export of used cars, enterprises are also seeking innovation and change. This platform covers the entire process and links from used car acquisition to delivery to foreign customers, and is equipped with all vehicle models and specific parameter configurations.
